The BayelsaPRIME Programme is a core new education programme by the Government of Bayelsa State to deliver dramatic improvements in learning outcomes in public schools for all primary pupils across Bayelsa State.
All 547 public primary schools will be in the BayelsaPRIME programme. In the first year of the programme, 222 public primary schools in four local government areas will be part of BayelsaPRIME.
Over 84,181 pupils will benefit from BayelsaPRIME.
In the first year of implementation over 39,314 public primary school pupils will benefit. The reform will be cascaded to the remaining four local government areas subsequently.
BayelsaPRIME will transform all government primary schools across the state into powerful public schools using an innovative technology and data-driven platform, coupled with high-quality learning materials, effective training and ongoing coaching for teachers and school leaders, and technology-enabled support teams to create 360-degree support for learning outcomes.

It will ensure that regardless of the location of birth, income or education levels of their parents, pupils in the public school system have access to quality education that will enable them to reach their full potential.
The BayelsaPRIME programme will be implemented in Bayelsa State from 2023 to 2026.
- The capacity building will impact government staff across three levels – Classroom level, School administration level and SUBEB/Ministry of Education level.
- Bayelsa SUBEB and the Ministry of Education will have access to an ultra modern situation room which ensures the availability of real time data for policy and decision making.
- Bayelsa SUBEB and the Ministry of Education will also have access to a responsive quality assurance team.
Yes. In January 2023, BayelsaPRIME will be in 222 schools. By the end of the first year, the programme will be in all 547 public primary schools in Bayelsa State.
- The programme has a dedicated initiative that caters to the learning needs of children in hard-to-reach, low-infrastructure, rural areas: The Progressive Schools Model.
- The model ensures that children in hard-to-reach locations receive the same quality of education as those in urban cities. Their teachers receive the same equipment and support as those for more cosmopolitan areas.
- A core component of BayelsaPRIME is combining thousands of hours of practical classroom-centred learning and technology- assisted support to deliver data-driven in-field ongoing coaching and professional development based on real-time feedback of instructional delivery and learning success.
- In addition to the in-person support, teachers are provided with feedback of their success through the tablet application and messaging platform.

- There are 547 public primary schools in Bayelsa State located across the eight (8) local government areas of the State.
- The programme will commence in 222 schools.

- In the first year, BayelsaPRIME will be implemented in four local government areas: Yenagoa, Kolokuma/Opokuma, Ogbia and Sagbama.
- All teachers and headteachers in public primary schools will be trained and supported by BayelsaPRIME with smartphones or teacher tablets as well as in-school visits by learning and development officers, school supervisors and school inspection (quality assurance) officers.
- All schools in the BayelsaPRIME programme remain government owned and led public primary schools.
- Management structures at the State, local government area and ward levels are responsible for all public schools in Bayelsa State.
- NewGlobe, the technical partner to the State Government on the BayelsaPRIME reform, only serves as a technical partner to the Bayelsa State government on the implementation of BayelsaPRIME.

The BayelsaPRIME Programme will –
- Ensure all teachers are trained in a modern, scientifically-based pedagogy and supported through continuous professional development and coaching
- Ensure pupils have access to high-quality basic education that lead to accelerated and continuous improvement of learning gains that will close the learning gap through remedial interventions and ensure pupils are at age and grade-appropriate learning levels
- Elevate the levels of professionalism within the schools, including attendance and “real time” attendance as measured by the delivery of instruction to students throughout the entire scheduled teaching schedule.
- Availability of real time data for policy and operational decision making. Data is gathered through a dependable network of digital gadgets, school supervisors, learning and development officers and quality assurance officers.
- Similar programmes are being implemented in Nigeria with Edo State (EdoBEST), Lagos State (EkoEXCEL), and Kwara State (KwaraLEARN) with proven improvement in learning outcomes, teacher presence and punctuality.
